Acquisition of Building/Development Permit

Forms for new development, re-development and extensions to existing structures, change of use, Redesigning etc. are available for potential developers at the Assembly’ cash office and Physical Planning Department.

1. Who can apply?
Any person/organization who intends to build on a plot of land for which one has title

2. How to Apply

  • Purchase the Building Permit Application Form (BPA) and TCP Form one (1) from the development control unit of Physical Planning Department.

  • Complete in full, both the building permit application form and the PCP Form 1 and submit the completed forms to the officer in charge at the development control office.

  • NB: Where you have difficulty in filling the forms, contact the officer in charge for advice and assistance

    3. Requirements

    The prospective developer must have the following:
    i. Clearance letter on official search on status of land from Lands Commission/Land Title Registry.
    ii. Five (5) sets of site plans, with two (2) on transparent paper (scale 1:1:250 or 1:2, 500)
    iii. Five (5) sets of building fence and block plans (scale not less than 1:20 or 1:40or metric equivalent 1:1000 & 1:2000).
    iv. Building Permit Application Form Physical Planning Department (PPD) Form 1(one).
    v. Ensure that the underlisted professionals sign the various plans to be attached to the building permit application.

  • Professional Town Planner to sign a Block Plan

  • Architectural Licensed draughtsman for Architectural plans

  • Civil/Structural Engineer for two-storey& above for structural drawings.

  • Five (5) self-addressed envelopes

  • NOTE:

    You may have to provide the following reports if your development is a multi-storey structure or complex: Environmental impact Assessment Report, Structural Report, Fire Service Report, Hydro Report, Geological Report or Traffic Management Report.

    You are to contact the Development Control Officer, relevant agencies or a consultant for advice and assistance.

    4. Processing Procedure

    i. The Schedule Officer will inspect the site with the developer to ensure that the site is one shown on the site plan and that site conditions are suitable for the proposed development.
    ii. The Metropolitan Engineer after the inspection of site carry out preliminary vetting of architectural drawing and process the application for the consideration of technical committee meeting.
    iii. Technical committee meets to evaluate the application, visits site and make recommendation to the Statutory Planning Committee (SPC) within one (1) month of receipt of application.
    iv. Statutory Planning Committee considers development applications within fourteen (14) days of technical committee meeting.
    v. Approved plans are sent to the City Engineer for issuing of building permit within five (5) working days.
    vi. Pay approved building permit fee to the cash office of the assembly and collect your development permit from the City Engineer’s office three (3) months after submission of application.

    Please Note the Following:
    i. Receipt issued as payment for processing fee is NOT a building permit.
    ii. Fees charged by the Assembly are subject to change and regulated by fee fixing resolution adopted by the Assembly annually.
    iii. Your building must conform to the approved planning scheme.
    iv. Your building permit is valid for only five (5) years. Applicants who do not start the project within five (5) years must apply for renewal of permit?
    v. Permit can be obtained within three (3) months subjects of proper title to land and standard drawings.
    vi. Do not make any false declaration on your application else your application shall be rejected.
