The Sekondi Takoradi Metropolitan Assembly (STMA) after a failed attempt of electing a Presiding Member at the inauguration of the 9th Assembly last Monday,
reconvened on 19th February, 2024 but still unable to produce a Presiding Member.
By the Model Standing Orders of the Metropolitan, Municipal and District Assemblies, the two contestants were presented for the second round of voting.
The Hon. Partick Bempoh, Assembly Member for Adiembra Electoral Area, polled 18 while Hon. Napoleon Agyeman Oduro, an Assembly Member for Kojokrom Electoral Area,
had 36 votes. Thus, none of the contestants secured the two-thirds majority of 38 votes to be declared a winner. Ahead of the run-off,
Hon. Napoleon Agyeman Oduro declined to participate citing that he won the first round of the election as he obtained 36 votes. He pointed out that the
3 Members of Parliament do not have voting rights, and therefore, they should not be included in the computation of two-thirds of the Assembly for voting.
He further stated that with the 54 members of voting rights at the Assembly, he won the Presiding Member position with 36 votes.
Notwithstanding his decision, the Electoral Commission proceeded with the second round of voting. Hon. Patrick Brempoh garnered 19 votes, with Hon.Napoleon Agyeman Oduro obtaining a vote. The Metro Co-ordinating Director, Mr. Innocent Haligah, who chaired the sitting indicated that the Assembly had satisfied the initial ten (10) days within which to reconvene. He added that since the second meeting had also failed to elect the Presiding Member, the two contestants had exhausted their chance, and new nominations for contestants to compete for the PM position would be open at the next meeting of the Assembly. Before the elections, the Assembly Member for Airforce Electoral Area, Hon. Christian Atsitsogbui, who was absent at the inauguration, was sworn in as he took the oath of office, allegiance and secrecy to enable him discharge his duties fully.
